    What I am looking for is a program that will take a folder full of Mpeg2 CBR 9000 files and convert them to Mpeg2 VBR 4650. I can find programs to go from AVI to mpeg but none to do Mpeg2 to Mpeg2. I can do it with my video editor but it doesn't do batch processing. I would like to be able to just load up a bunch of files and then walk away from the computer. Any ideas?

    what encoders have you tried?

    ffmpeg (command line tool) together with a gui like super or mediacoder and open all files and encode.

    or

    tmpgenc plus with tmpgenc batch list creator

    or

    mainconcept mpeg encoder, but you have to load each file and add them to a batch list.

    You could try TMPGEnc encoder with the TMPGEnc MPEG2 Plugin. I haven't tried that with 'Batch encode' but at least TMPGEnc Plus 2.5 has that. In 'Other settings>Rate control mode', you can set VBR encoding.

    If the end target for the mpegs was DVD, you could author as they are, then use DVD Rebuilder to re-encode to fit.
