I have successfully ripped (Smartripper 2.xx), encoded (TMPGEnc 2.02), and created (Nero 5.5.5.1)a SVCD but the playback is choppy (delays between frames). Used Tmpgen and I'm looking for some specific settings that someone has used to create a smooth creation. Could it be because I used automatic VBR?

Either you did convert the framerate or the total bitrate is higher than your dvd player can handle, I believe.

What's your player?
My Pioneer DV-444 absolutely hates ANY SVCDs that are encoded with Variable Bit Rates - high or small.
Video is cool but the audio is so choppy that there's more silence than audio!!
VBR on VCD is a bit weird too - audio is delayed.
If lowering your average bitrate (VBR on SVCD) doesn't help, try encoding using a Constant Bit Rate.
A bit of a drag I know but your player might not be up to VBR!
