I'm trying to add the black bands to this file using virtual dub resize filter letterbox and resize. Should I use 640x480 as the total size to make it look right on the tv?

If you are using a Divx/DVD player then there's probably no need to add black bars. If you are making a regular movie DVD (ie, you are going to encode to MPEG2) then there are two choices:
To make a 4:3 DVD resize to 720x272 in the top part of the resize filter, then pad to 720x480 in the lower part.
To make a 16:9 DVD resize to 720x362 and pad to 720x480.
If your Divx/DVD player doesn't play the original file with the right aspect ratio try the following:
Use MPEG4Modifier to explicitly set the aspect ratio flag. If the file still plays with the wrong aspect ratio reencode to 640x480 as you originally planned. -
I'm going to encode as an xvcd my first attempt caused vertical stretching. 640x480 seems to have left it with to big of a border

XVCD? Then you want 352x136 (lanczos3) for the picture, 352x240 for the frame.
