Is there a difference between the quality of blank 16x DVDs vs. 8x DVDs? I burn at 2x speed only, so the burn speed is not the problem, I prefer to burn at a lower speed. But will I get fewer errors burning at 2x on a 8x DVD or at 2x on a 16x DVD?

If you use good quality media you should get no errors burning at the rated speed of the media, 8X or 16X. You 'might' get errors trying to burn 16X media at 2X, though. Newer burners are not necessarily good at burning at the lower speeds.
As far as the quality, that depends on the media, not much to do with the speed.
