Is there a video editor that let's you edit a specific frame using photoshop type tools such as the magic wand tool? Sorry if this is a stupid question.

It's not. The usual manner would be to extract the frame you need, work on it, the put it back - assuming you are talking about a single frame. I believe there is a filmstrip format that photoshop can read to work on groups of frames. Something like Premiere can probably export this.
After Effects has a number of tools that allow frmae by frame changes to be made, including a cloning brush much like photoshop's, as well as vector based brushes etc.

Ulead Mediastudio Pro video editing package consists of a number of modules, one of which is Video Paint. This does exactly what you want to do, in as much as you can open a video clip in it and edit individual frames. There is a 30 day free trial available from www.ulead.com although, as it is a cut down trial, I don't know if it includes that module.

Yes it does, but like I say, you may find the trial doesn't include the Video Paint module. You may find an earlier full version (anything later than Version 6 is good) on eBay for not a lot.
