Encoding for streaming on website

I have read about CBR vs. VBR and still dont know what direction to go. Here is what I am attempting to do.

Utilizing a .VOB from a ripped DVD and TMPGenc Express create the following for streaming from a website in .wmv format.

1. 350K 400x300
2. 659K 512x384
3 1000K 600x450

The size of the files range from small to sometime 800,000 KB or so.

Make small clips and compare. Variable Bit Rate is usually better if you use lower bitrates, but it's slower to encode.
