I have a Samsung DVD-R120 DVD Recorder. I do not have a TV input card on my computer.

I recorded several episodes of a TV show on the DVD recorder and I'm wanting to reauthor the
DVD to add chapters and menus.

I used DVD Shrink to rip the DVD recorded on the Samsung. Then I tried using TMPGEnc DVD Author
to open the VOB files and reauthor them. But I get an error message that "The video bitrate
10000 kbps is too high for a standard DVD. For a standard DVD the maximum bitrate is 9.8 Mbps
    (9800 kbps)"

What tool can I use or what can I do to lower the video bitrate so that I can use TMPGEnc DVD Author?

Personally I would choose 'ignore' and see if the disk plays OK first. If not, then you need to re-encode using something like TMPGEnc.

Thanks. Just ignoring the warning and using TMPGEnc DVD Author worked fine.
