If you are encoding a 23.976 fps MPEG2 with the 2:3 pulldown flag enabled, do you want to use the shorter GOP (1/3/2) or keep it at the usual GOP for 29.97 (1/4/2), since that will be the final playback rate?

Since an RFF is a flag as opposed to a frame, I would use 1/3/2 (i.e., IbbPbbPbbPbb, L=12).
