If this program have some kind of "wav bar" like SSA, Sabbu, VisualSubsync, Aegisub or Medusa (for audio scrubbing) for timing more accuratelly, it will be very interesting to see it in action.

If you want simple accuracy you cant beat visualsubsync (perfect , newbie friendly) , aegisub (similar) , submagic (quirksome , time consuming) .
Visualsubsync has one thing going for it that most dont ... the ability to loop video playback accurately while you adjust subtitle time's . -

I got Visualsubsync as you recommended, and it seems great except I can't listen to WAV files! It can load them up and i can create a project but when I try previewing the audio- nada.
Also while it is good for extracting the audio from the video THEN subbing it isn't so intuitive if you already have the audio file ready.
Suggestions anyone? -

Not sure but I thought this tool required a net package , a particular version to be installed first ... if this is true , and the net package has been updated since , this may be the issue with no audio being heard in playback ... ms is well known for screwup's .
It is also a pity that those developing tool's using the net package's are lame at not releasing updated tool's too take into account of the updated net package release's ... it's why some tool's wont install at all .
It is one of the biggest problem's user's face because most user's dont understand the more complex issue's involved in developing product's , and just want to beable to do the job and get it done without being hassled by message's saying "you need this" "or this and that" .
It's why I get message's all the time asking for help on most tool's found here on site ... esspecially pgcedit .

If you already had the wav audio file for the video , you simple dirrect the program too that wav file .
I only mention this because it is one of very few program's capable of extracting the audio from vcd ripped mpeg's in a format that is understandable by other audio editing program's .
Known to work : visualsubsync , ms movie maker
Other program's may also be capable of audio extraction , the two I mention are capable of keeping both video and audio in sync before and during the conversion phase .
Visualsubsync is one program that can keep video , audio , and sub's in sync without the need to restart the playback from the very start ... and loop the section you are working on ... getting the sub time's acurate as possible .
Subtitleworkshop , and submagic are both incapable of performing this task without having to run back to the very start ... a pain .

Beaware of ffdshow and other filter type package's you may have installed ... these can cause playback issue's as well and would normally be the very first place to look into with "no sound heard issue" .
My rule's for these :
1: Install them when required .
2: Uninstall them when not required .
If they ever become corrupted or disabled for one reason or another , you might as well , if unstalling them dosent fix problem's ... do a clean reinstall of the system os ... and remmember my rule's for future reference on how to deal with these next time round .
