For basic dvdauthoring if you dont mind having a few tool's .

    Virtualdub / mod : Opens dvd , mpeg's , mpeg video stream's , avi's , audio extraction , some picture format's , frameserve's to bbmpeg for mpeg2 output .

    Bbmpeg (avi2mpeg) : Avi's to mpeg1 / mpeg2 , various setting's from vcd to dvd .

    Besweet : Audio encode , wav to ac3 , and more .

Ifoedit : A basic dvd authoing tool from mpeg stream's and audio stream's , also one method of stripping commercial's .

Vobedit : Strip dvd vob's into seperate stream's , also via cell id (how I remove commercials) .

The gimp : Generate menu background's , esspecially png's with alpha channel's , handy for full blown motion menu script's .

Dvdauthorgui : Basic authoring , menu development and connection's .

Pcgedit : Handy for reorganizing dvd command's and fixing incorrectly linked button's and more .

Avisynth + plugins : Various trick's such as motion menu scripting .. and more .

    Easyphototool's : For easy mpeg type slideshow's .

That cover's most of the authoring tool's .

    ------------------------------------------------------------------------

    Vcd authoring :

Tscv or something like it , there is also a philips tool , both nolonger developed and nolonger supported .

Instead , try minidvd , similar to dvd only video format is at ratio as required for vcd , and burnt to cd .

Vcdgear can generate a basic vcd image in bin or nrg format .

    ------------------------------------------------------------------------

    Burning :

Imagetool's : simple , though if nero api not working ...

    Dvddecryptor : burn's iso's , but again can be affected by above problem's .

If using xp system , use folder2iso to make iso of authored dvd project , then dvddecrytor can burn this ... though I have seen it fail once before .. on win98 system .

Ghostburn , located over at www.simtel.net , lost in the maze ... but it too is free , this one is for you .. good for data and iso .

Can burn iso image's from dvd iso's down to bootable iso image's such as insert's rescue cd , a linux system recovery utility cd for the pc .

The is also another called knights ??? , just dont recall at the moment the name , but it dosent like iso image's over 4.35gig ... been there already .

    -------------------------------------------------------------------------------

    For subtitle's , creation and conversion .

Visualsubsync , for the creation of brand new sub's , it is perfect .
    Subtitleworkshop : for the conversion need's .

Subrip : ripping of subtitle and subpicture's (as used in dvd menu's)
    Txt2sup : convert's sub's to ifedit acceptable format .

Dvdauthorgui can also place subtitles anywhere , though you can't have them popping all over the place ... that's a restriction in dvd structure .

    ----------------------------------------------------------------------------------

    Other tool's worth considering :

Super , mediacoder (get second last version) , vso's divx2dvd or whatever it is called .. pixelruler , audiocity , blender , psp video converter , movies by jansoft , camstudio (flash to avi , screen video capture) , mwsnap for screen caps , intercover for cd inserts + , batchdemux , ac3filters , wax ... plent of other's .

Those should cover all your need's , the rest is up to you , and the guide's section on the forum ...

    Now to finish 2 more guide's ...

Vcd tool's are listed under there own heading in previous post .

I forgot to mention there is a free version of vcdeasy , though I have not used it for some time , having created mini dvd's , which have acurate menu and chapter point's .

It's the simpler vcd creation method , but I dont know if the free version is still available .

Check out the tool's section .. I think there is also a freeware svcd program .
