I want to run ads on my campus tv station in order to make money for the TV club. Does anyone know of any advertising agencies that provide this?

Fat chance. You're too small. Maybe you can arrange something with the local cable company, take in a portion of their in-house ads (for local businesses, played on top of national ads on the cable channels), for a portion of the profits.
But again, fat chance.
You may have to go to businesses on your own, shoot them on your own.
High school will have little success. Colleges may have a bit more, but only if they're very large colleges. A number of universities already serve in that sort of content from one of the specialized cable-on-campus services (played in the cafeterias, for example).

It's a college campus, not a high school campus. The newspaper has an agency and they seem to do well with ads, which is why I was interested.

The newspaper probably has a far greater circulation (in practice) and print news works differently.
