  1. If i convert a 300mb avi file to an svcd mpeg2 tmpgenc - can I then put a few of these mpeg2 files on a dvd and have them play on a dvd player ?

Or is dvd mpeg2 different from svcd mpeg2 ?

DVD MPEG-2 is slightly different from SVCD MPEG-2 but only in the valid frame sizes it uses. SVCD uses 480 x 480 for NTSC and 480 x 576 for PAL. Neither of these are DVD-compliant. However, your player may just play what's called SVCD-DVD. You will also need an authoring software that allows this.
    If in doubt, Google it.

Your best bet is to use a dedicated encoder that lets you set the bitrate - TMPGEnc, CCE, etc etc - and a bitrate calculator - https://www.videohelp.com/calc.htm - and a decent guide - http://members.dodo.net.au/~jimmalenko/AVI2DVD.htm .

    Or something like ConvertXToDVD.
    If in doubt, Google it.
