I produced a CD in SVCD format with Nero 6.0. I specified a 3 sec display of each image. It appears that WMP ignores the time, and plays the stills very quickly. I tried showing it on MS View Pictures. It went slower, but likely at its own pace. How do I show this as a common Win program found any XP PC at the speed I want to use?
Probably Quick Time is on many machines, so maybe that will work.

2 paths to choose:
1. "SVCD w/PBC"-compliant player
or
2. "Source Files"-picture player (although, what's the point of authoring to SVCD then?)
1. You will have a hard time finding a player that works specificly with SVCD (maybe SthVCD player?), it's possible Roxio's VCD_PLAY.exe may work, but haven't tried it in a while so I can't remember. Best attempt would be to see how well DVD-Player apps will work with the PBC--WinDVD or PowerDVD.
2. You could have the JPG's in a folder and rely on a settop to slideshow them, but you wouldn't be able to control transition timing, there is NO standardization here. On computer, you could use one of those slideshow apps that has a supplied executable, which could be put on the disc along with the pix, or you could do something like what Nero or WinOnCD use to do, which was to create an HTML-based show, ran in your browser. The links could be set to "update" the page at a certain time, but I don't know how well the different browsers comply with the exact timing of those scripts...

This is good information, and I'll be able to use it in the future. For the moment, I decided to just put the stills on a CD as data, then run MS Picture Viewer. It shows about a slide/4 sec. That's close enought for my immediate needs. I suspect the set up via Nero as an SVCD best operates by using the Nero Viewer/Player. I don't like using it when porting stills somewhere else, since it requires that someone needs it too.
The MS Viewer solution still leaves me scratching my head in that it does not seem to provide a mechanism to set the time period for each slide.
