To me it sounds similar to this:

JC Penney is US based, but you can't use it in their system.

Not quite sure if that is the reason, but if it is, JC Penney is not a standard financial institution that is accepted all over. It's a private franchise. Financial institutions usually accept the base cards like AmEx, VISA, MC, Plus, Cirrus, Novus, etc. etc.

PayPal is probably not affiliated with that franchise and cannot accept the card. If it's VISA, MC, AmEx, blah blah blah, then your number is probably not registering properly. You may have to call PayPal and find out why. That's usually useless though, as they'll give some BS excuse that you won't understand either.

Fund your account from a bank account, send them money orders, etc. Surely something works.

  7. A few months ago I came along a site that would take money orders and transfer the funds into your pay pal account something along those lines, but of course they banned that service from using pay-pal -- or something of that nature.

  8. Best thing I can suggest is ask a friend to transfer money and pay them back. Or do as LordSmurf suggested.

What kind of credit card were you trying to use?

I know a guy that said he uses his paypal account as a bank account.

He has a atm/debit card and uses direct deposit.

I don't have the details of where or how to get this sort of setup. I didn't look into it and didn't ask.

    I don't know what you're talking about.

Very stupid. Paypal is not part of FDIC and they are not a bank. They can confiscate funds at any time, unlike a bank, and don't have to give any reason. See www.paypalsucks.com

Because PayPal is not FDIC insured, if you lose your money they don't owe you anything. It's fine to use a bank account to send money to your paypal account, but here are some tips from someone who had a fraud on their eBay and PayPal account.

Open a simple checking or savings account that charges no fees and doesn't required a minimum balance. They may charge if you write a check, but you won't be writing checks on it anyway, unless you really want to. This is a separate account from everything else. Keep any money for sending via paypal in that account. Keep nothing in PayPal. If you receive money on PayPal, immediately forward it to your account so you have easy access to it. If a fraud transaction happens on eBay or something erroneously debits from your PayPal account, you're not out major funds an no severe access to the rest of your finances.

I had a fraud access on my account and it pulled $1035 from my bank account. It took me 2 weeks to get the money back, and that was directly from the person the money went to. The fees and charges associated with everything took another 3 weeks to clear up. A friend of mine also had a fraud access to his account, but took the measures I stated above. The transaction couldn't take place because the winning bid was for $1800. His minor account only had $8. He didn't get hit for any insuf. fees because PayPal won't debit unless funds are there. Instead he got an email from the seller. He contacted eBay fraud and the seller was charged anything to relist and no money was lost on either end.

I've always only used paypal for small stuff... until recently. I decided to buy a laptop off there.

I was getting a little worried about the seller and rather he was ever going to ship the laptop but I finally got a tracking number from him today. Good thing to, cause at the end of the day I was gonna dispute the charge.

  17. A good Ebay experience is a mixture of good luck and common sense.

A bad Paypal experience is pretty common. Thousands of complaints can't be wrong!.

If you are scammed on Ebay, it's a particular seller/buyer the one that ripped you off, but with Paypal, it is the company itself the one that confiscates your money and / or closes your account, or restricts you from accesing it.

I've made roughly 20 payments with PayPal without any problems. However I work in a bank and I see EBay frauds all the time. And they're a bitch
    If in doubt, Google it.

I've had a PayPal account since 1998. Never had a problem with it either.

Here's something a lot of people don't know. Paypal refuses to deal with certain (U.S.!) BANKS because of disputes with them. Netbank is one example. You can't use a Netbank checking account to fund Paypal nor as confirmation. It wouldn't surprise me at all if there are MC/VISA credit card providers that are the same way.

Personally I have hundreds of Paypal transactions, and volunteer for a club with thousands, over several years with no problems. But if there is any claim of fraud or dispute they WILL lock your account & deny access to your funds until YOU contact them and straighten it out, indefinitely.

FDIC insurance covers you against bankruptcy/insolvency of the bank your deposit is in, NOT LOSS FROM ANY OTHER REASON, and not Paypal at all.

Most of the frauds are actually quite "routine" and happen when buyers pay their money via Direct Deposit, or they use our Internet Banking and the seller's bank account details to send money to the seller.

The most common one is where someone pays for goods that never get delivered, and then come back thru us to try to reclaim their money. We then have to contact the seller's financial institution and request for the money to be returned.
    If in doubt, Google it.

Be part of FDIC, however, means you are subject to certain rules and regulations, meaing what a bank is and is not allowed to do with your money. This is the important part of the equation, when discussing Paypal.

    Take a gander at these:
