  1. So it seems I have a Paypal scamer trying to scam me for $4550, I was trying to sell a car, when I noticed the buyer was the same scamer I had run into before, now it wouldn't be nice if I didn't string him along a bit now would it? so I am going to play the game with him.

This is the PayPal payment that he has emailed to me (real profesional don't you think).

If you want to get rid of them, stop responding to their emails. If they don't get any replies, they will go away. Duh.

Nope, there are thousands of scamers, how the hell do you think they will go away? and on top of that, some seem legit. I am trying to sell a car after all.

  4. If anyone scams you from USA, there is FBI subsidiary (i forgot the link) for Internet / Credit Card related Fraud to launch and Official Inquiry.
I was scammed twice, but successful to get the refund in full amount after lauching official inquiry with FBI subsidiary and Credit Card Company.

I received servaral paypal purchase notices from service@paypal.fr. Send spoof alert to Paypay and they don't bother to reply. I protect myself and close my Paypal account. I will never deal with dead wood service provider.
