Yes, Besweet converts .vob(.lst) to .mp3 directly using vstrip, azid [,ssrc], lame. http://dspguru.doom9.net/
You can rip by chapters with smartripper and use the azid > [ssrc >] lame batch encode mode.
If you want to convert parts of the dvd, that does not match chapter start /end time, convert .vob to .wav only (Besweet), then open the .wav in TMPG, use the source range filter to select the part and encode to .mp3 with lame as external encoder.
