Is there one? I want to make some NTSC copies of The Crow: Stairway to Heaven. I bought the set from Belgium, but can't play it on my decent DVD player...

You might, & I stress *Might* have luck with a cheap DVD player. I think most are built to be sold anywhere in the world, handle PAL & NTSC, but I can't speak to what happens with the output, if that would be a playable NTSC. But if it didn't work, take it back and get your $20 - $30 back.

It is not worth the time and effort to convert, believe me, I used to do it. Now I just order whatever disks I need online regarless of region or PAL/NTSC. -
I have a Cyberhome that is hacked for region-free and a Coby (228, can't find a hack for it) but the Cyberhome is hooked up via S-Video and the picture isn't great. I want NTSC discs so I can watch them on my Panny S-77 upconverting DVD player, which has a much better image than the Cyberhome (even when the Cyberhome is outputting 480p via component, the image is still crappy).
I'll try that NeroVision thing, if that fails...if I can find a hack for the Coby I can output to my computer via my Turtle Beach capture card and burn discs that way, but the DVDs seem hinky on the Cyberhome...like it has a hard time converting the frame-rates so it speeds up and slows down and stuff.
I also want to make some copies for my friend, who doesn't have any region-free players and is a big fan of the show.
I don't have the patience or expertise to do all that complex stuff like in the guides I browsed through, though...

1. Use DVD43 to remove the region coding from the disc.
2. Use DVD Shrink, but only pull in the individual VOB's for the episodes. Back-up to the hard drive.
3. Use VOB2MPG to convert the VOB's into seperate MPG files. Rename the mpg files into something a little better.
4. Import the MPG files into NeroVision Express. Make sure that your properties are set for NTSC video. Set up your DVD menu and chapters, etc... When you get to the last step, NeroVision will say that "the disc is more PAL than NTSC, do you want to keep in this format?" say NO. NeroVision will do it's thing from that point forward.
5. Burn your new disc as you normally would.

Easiest way with no encoding(but not foolproof):
1.Rip with DVDFab Decrypter.
2.If DL->SL then use DVDShrink or Nero Recode,if 1:1 skip this step.
3.Use IfoEdit to change the IFO files to NTSC(see DJRumpy's guide).
4.Burn:If SL use Nero,etc.If DL use ImgTool Classic to make an ISO and burn with ImgBurn.
