  1. Here is what I'm hoping to do:

I have a music video DVD but all of the music is edited. And some of the videos I would like to replace with videos that aren't so sensored. And I'd also like to add another video to the mix. So I'd like to take the videos, and replace the edited music with unedited music then put them back onto DVD. Which guides will give me an idea of what I may need to do to accomplish this? And if none will tell me, than what am I looking at here?

Here's a couple of tutorials to look at:

    https://www.videohelp.com/mpegvcredit.htm

The first shows you how to extract from the DVD, the second is about using a editing program like MPEG-VCR to edit a MPEG-2 file.

You would also need a program to author the files back into DVD format. TMPGEnc DVD Author is a easy one to use.

The main program is the video editor. MPEG-VCR is a fairly low priced one. There are others in 'Tools' to the left. <<<< Look in 'Video Editors (Advanced)'.

  3. how about MPEG Video Wizard for the MPEG editing? Seems to get enough praise for running smoothly (which i could use) and VOB2MPG for the ripping of the DVD? But that still leaves me without an authoring program. Maybe TMPGenc DVD Author for that? It says there is also an edit feature on there but is it any good? I have to sync audio with videos exactly so I need a decent editing feature.

Those are all good programs. Keeping the audio in sync with MPEGs can be difficult so a good editing program is invaluable. TMPGEnc DVD Author can do simple cut and paste edits, but not much good when you are moving clips around and adding and removing audio.

What you are planning can get complex, so take your time and don't get frustrated.
