I am working on setting up a church to broadcast their service on a local TV station where we have to upload the file in MPEG2 format (they may go to MPEG 4 in the near future). We are trying to run on as close to live so that when the sermon is over there is minimal time required to edit. Is anyone aware of software which will do titling on the fly in MPEG2 or 4 and or select from multiple streams from a security camera encoding card. We are trying to use Svideo.

Maybe a Video Switcher such as http://cgi.ebay.com/Panasonic-WJ-MX-50-Digital-AV-Mixer-TV-Video-Audio-Vid_W0QQitemZ17...QQcmdZViewItem and output it to a DVD recorder or encoding capture card.

I think the TV station techs would be happy to advise.
I worry about the way you have described your project especially if editing time is limited. There are tried and true ways to do this. Describe what you are doing in detail if you want help.
