Using Sony Vegas 7.0 as my NLE:
I am currently working on a project that is mostly 720 X 486 4:3 SD. This footage has a pixel aspect ratio of .9091. My project properties match my footage (720 X 486).
I now need to add some NTSC HDV footage (1440 X 1080) to this project. I need to know how to resize my HDV footage to match the 720 X 486 4:3 SD footage. I have tried changing the pan/crop of my HDV footage to a width of 1104.6 and a height of 1080.0 but this does not help when I render out to my 720 X 480 MPEG-2 DVD file.
When I play my DVD, the HDV footage extends outside of the 720 X 486 footage. For example, I have one scene that has 720 X 486 footage on top of my HDV footage. This creates a "border" of the underlying clip.
I think it's a pixel aspect ratio issue. This sounds like a calculation error that I need to solve. Any suggestions?

the hdv is 1920 equivalent in square pixels. you need to pan/scan or crop it to a 4:3 size. i'd do it first before mixing with the sd. may be the long way but... import the hdv alone in an hdv project and then save it out 1440x1080 in square pixel format. i might even go right to 720x480 in a lossless format like huffyuv. just be warned the files size will be many times bigger.
edit - you may have to change your main project properties to 720x480, as 486 is not divisible by 4.--

sort of. basically i think you need to keep everything in a 720x480 timeline because 486 is probably not a usable video size and getting anything to match up may be impossible. only use 486 as the final export to size, if that is possible.
only conjecture on my part as i've never had to work in 720x486.--

i did a test render and found some settings that might help you.
think of doing it in 2 parts - conforming the HDV to 4:3 and then the joining/editing. if you use these settings to render the HDV, you'll make a 720x486 uncompressed avi out of the HDV. make sure to do the pan and crop before exporting or vegas will just add black bars top and bottom to make it 4:3. you can change the codec, huffyuv or lagarith are lossless compressed or you could use pure uncompressed. the first 2 offer smaller file sizes.
then you can make your second project settings 720x486 and things should line up properly.
