hey guys our new pc is a dualcore pentium d820 and i wanted to know if any encoding programs take advantage of it?Any help will be greatly appreciated.

DivX 6.1, x264, VirtualDub, etc. You didn't say what you would be encoding. Also VirtualDub will give you seperate threads for input/output where as DivX or x264 will giver you multiple encoding threads. If your pre processing is heavy enough (lots of AVISynth filtering) then seperate input/output threads might be enough to use both cores.
