  1. I have a DVD MPEG2 PAL 16:9 720x576 on a dvd as well as on my harddrive now in dvd file format.

I can't play it in my DVD player because it has to be NTSC, how would I change it? I don't want to use Nero Express because I get really bad pixilaiton and quality.

Are there any other programs preferably 1 or two at the most that will allow me to covert the dvd files into a NTSC dvd files or NTSC mpeg/svcd/vcd/avi.

Unfortunately it's not a one or two step simple conversion to be able to do and preserve quality. But check these guides and take your pick.

Have you considered just buying a DVD player that supports PAL->NTSC conversion? They're pretty cheap these days. The Philips DVP-642 is one such model. Cyberhome makes a variety of cheap players that can display PAL DVDs as an NTSC output video signal.

You can convert if you want, but depending on what you do to convert and what tools you use, conversion doesn't always give good results.
