ID3v1 versus ID3v2 difference

When I am trying to create a mp3 cd and I title my songs in Winamp, there are two options under "Properties" ID3v1 and ID3v2.

In cases where I fill out both the ID3v1 and the ID3v2, my car deck seems to only display the ID3v1 over the ID3v2. In cases where I only place information in the ID3v2, the car deck will take it. BUT in cases where I fill out both the ID3v1 and the ID3v2, the car deck will prefer the ID3v1 over the ID3v2 for some reason.

I was just curious as to the differences and is there anything else besides winamp that will allow me to change it?

AFAIK v2 just provides more fields, I've been using this program. http://www.id3-tagit.de/english/index.htm

You can easily synchronize the tags so both are the same.

It just seems weird that my mp3 player in the car randomly names songs. For example, it will have listed in the following order:

SONG_02
SONG_03
SONG_10

sometimes, the songs are listed in alphabetical order, othertimes it is completely random. I couldnt figure out how the player lists which songs. I even used the ISO option in Nero and tried using 31 character maximum but it didn't make a difference. I called the maker but they werent exactly too sure, they told me it was a Nero option but I beleive its just not capapble of displaying too many characters.
