i got my VCD to play inmy VCD player (Apex AD-1500), and it plays good and everything but theres one thing, the sides are cut off of the video a little bit, how can i get it to play the WHOLE picture without it cutting some of it off?

All things played on the TV have the sides cut off by up to 10% (more commonly about 5%). This is whether you play VCD, DVD or VHS.
If you are authoring your own content, then you should be aware of this and make sure that nothing is too close to the sides.
