newbie question. i convert a lot of video files. does a better video card make the conversion faster? or it's totally depended on the cpu/ram?

A better video capture card may improve the quality, but that type of capturing is mostly very CPU intensive. A fast CPU is the main item. Fast memory and hard drives also help. This would also depend on the capture codec used.
I am assuming you are talking about a video capture card. If it's not a capture card, then it really isn't in the equation.
