If you want a VCD you shouldn't be re-encoding to an avi first. Waste of time and lowers quality if you don't use a lossless codec.

My advice would be to frameseve with subs via AVISynth for encoding. You could use FitCD to create the script with correct resizing for VCD. Not sure if it can add subs or not, if it can't it isn't hard to add an extra line say:
    textsub("movie.srt")

What you do is use Virtualdub, open your avi, import your subtitles then frameserve the whole thing to your mpeg encoder. All explained right here: https://www.videohelp.com/srtsubsvirtual.htm

When you start your mpeg encoding you can select to make a VCD, SVCD or DVD mpeg. Which you select depends on what is supported by your computer hardware and your DVD player. After you have created your mpeg you need to "author" it to disk, I recommend VCDEasy or TMPGEnc DVD Author depending on which format you have created.

Explain at exactly what point you are having trouble with the frameserver. Can you not get it started? Does it not open in TMPGEnc? Is there an error message? Did you install the handler?

the trouble is the frameserver could not started...i already install the handler exactly follow the instruction in https://www.videohelp.com/srtsubsvirtual.htm, i also try the instruction in https://www.videohelp.com/virtualdubframeserve.htm, there got the solutions about the problem why framserver can't work, i also follow those solutions, but still the frameserver can't work, get my point ?
    sorry english poor T_T

but i try another way... i dont frameserver it using virtualdub i just convert the .avi file to .mpg using TMPGEnc, then i try to play the result file (.mpg), there is the subtitle inside the movile file already, but i got another problem... the text is much faster than the video..., the video and the sound is the samee...

if i try play the original .avi file using Windows Media Player, the sound and the text is the same but the video is slower than both of them,
if i play the original .avi file using VLC media player, the video and the sound is the same but the text is faster..., or maybe my computer too slow.. so caused those problem??
my comp is 450MHz, got my point friend ? if still dont understand, pls ask me again, dont tired to help me hehehe i really need help =p

thx again for ur all help
