Dns internet helper service. Helps internet connection dns of ip to enduser. If this service is stopped internet connection may be severely hampered.

Looks mighty suspicious to me.
Can't find anything about in on the internet (if it were legitimate, I would be able to find something, I should think).

I'm not finding a lot. Really. The few things I do find tend to indicate that it's either spyware or Autocad related (And I don't have autocad on my PC).

wincntrl.exe is used to track license servers and license use by clients. When used in conjunction with winquery.exe you can examine and kill any clients running on your server. It's an administrative tool that if closed can cause a disruption of network services.
It can become a target for virus software, but as long as you've patched your windows software with the latest security patches you should be OK. The last reported attack against this tool was in April, so if you have the security patches from Microsoft from that time(April) installed you should be OK. MS Dns Service is a necessary process for the smooth operation of your network. -
I don't have a network. I'm using Windows 2000 from home via a dialup modem. So then this is useless, correct?

redundant, Yes. Useless, No. Closing this process can cause a failure for the modem to handshake properly to the net. It may even cause your modem to not able to function properly while on the net. It's a legitimate part of your DNS Services.
