Premiere Pro 1.5 on XP-P.

I'm into dog training, with 4 nights a week spent training and filming two local clubs. I get about an hour's worth, or one miniDV tape, a night. From that, I capture it into PP1.5 as one long a/v stream. That takes about an hour, but at least it does that unattended. Next I want to go through the AVI and cut out the boring, put in transitions, limit each clip to 3 mins max and separate by dog/handler. I would like to then take each clip and export to wmv for posting on my web site, preferrable as streaming video with about an 8 or 9 meg max size. Doing this once or twice a week is one thing, but doing this 4 times a week is making a career out of it (rather than dog training).

Once I snip, transition & move each segment, I would like to put some sort of marker and tag so that I can export each clip segment into its own avi file. From there, I would like to be able to apply the same wmv transcode settings to each avi and have them transcode on their own without any input required from me. I would like to be able to change the metadata to the handler/dog names for each clip. This would all be done on one computer. According to this: http://www.adobe.com/support/techdocs/316200.html I should be able to put them all in a new folder and go from there, but I cannot seem to find the "Utility" menu item it refers to. I also need to extract the first frame from each segment into a png file and be able to associate it to its respective wmv with the least amount of human intervention.

So how would you best streamline this with the most unattended processing required? Is there some way to also automate the lifting of each marked clip into an avi portion for the further processing into the wmv?
