    It seems the codec factor used in the Bitrate Calculator for h264 changed in t. For example, 'Best' 640x480 @ 29.97 fps gives 1078 kbit/s now whereas it used to give something like 1348 kbit/s, i.e. factor of 0.12 vs 0.15.

    Any particular reason for this change?

  2. Yes, the reason is improvements in the codec as observed through comparison of PSNR ratios over many encodings.
