svcd runs but movie pauses for few seconds

i have encoded avi to svcd a few times 2 cds work fine
the other 3 run but sometimes pauses for a second or so usually every 3 minutes
(i play the movie it goes til 57 seconds into the movie and pauses for 1 second then it continues to play for 3 minutes or so before pausing again)
then when i run it again it will pause at a different time of the movie (this time 46 seconds and then continues to play for another 3 minutes or so before pausing again)
does anyone know what the problem is im using tmpgenc program and encoding the avi to mpg2 (svcd) on high quality and at 2496 bitrate is it because the quality of the movie is to high or is it because of my computer (celeron 400mhz, 256ram , hd is 30 gig (5400rpm). )
