This problem could fit many categories so I put it in general topics but this could turn out to be a conversion issue. If you think it fits better elsewhere please move it.
I know what it isn't but not what it is.
I have transferred (captured) using the passthrough on my Sony camera many times from tv or vhs tape to dv and then converted to DVD format and have no problems with those discs.
I have however 5 tv shows that I transferred/captured in the same way but converted to xvid and divx using vdub to view on my dvp-642. All of those have problems with shaking left to right (jitter) when there is motion across the screen or during scene changes.
What it isn't:
1) The media since I use different brands and they all work well with my tv tuner caps to divx and xvid on the same player. I normally capture tv shows to RW discs but when I saw the problem I used 5 different disc brands (2 - and 3 +) just to make sure.
2) The bitrate. I use 1300 to 2200 in those clips which works well on my unit.
3) Qpel, gmc .... you know the usual. Nope! Not that either
4) The framesize. I use 640x480 or 720x480 all the time so not an issue here.
5) Audio. Mp3 as usual ( I did not use ac3 but that normally works fine ) so no issue there.
btw) it's not visible on my 19" monitor while playing the divx/xvid but the software player could be reducing the effect if it's already there and not caused by my Philips Dvp-642. The source dv are gone so I can't check those.

Is there an issue in converting dv to divx that I am not aware of?

The effect you notice on these DV to DivX and XviD recordings is ... and this is my guess ... due to deinterlacing.
You are in Canada so I am assuming NTSC and a DV NTSC capture through your cam would have been 29.970fps
Since DivX/XviD is mostly a progressive format my guess is you deinterlaced to get a 29.970fps DivX/XviD
Deinterlacing NTSC in this way usually makes it look like crap especially when there is motion on screen.

I just looked at the default setting in the divx codec and it was set to source is progressive. I'm pretty sure that I forgot to check the option when going from dv to divx v5.02. I should have set it to interlace and left the top option unselected. I converted these files one after another to clear the space on my hdd's. Some twice to xvid and divx for comparison.
I was still working on this after I posted and am running a couple of short tests to see. I will have to reencode the divx since the dv's are gone to do it so don't know if I can reverse the effect but it's worth a try. My camera is unplugged and tucked away so I will test with another dv in a day or 2. It's 2:30 a.m. here so need zzz soon. I have to stay up 15-20 more mins to find out if it can be corrected using the divx/avi only. -
@John
Thanks I know you got it.
I re-encoded divx back to divx and the results are pretty good. No jitter.
Don't know if this makes sense but it worked. I tested 2 different videos each in 2 ways. I selected interlaced source and top field and then interlaced source but unselected top field. They both removed the jitter. There is a slight noise in the background with both methods due to the reencode but under the circumstances that's to be expected. It is hard to tell which is better if at all but selecting top might just have a slight edge (I'm tired) not shocked just bug eyed!
. I would normally redo from dv using bottom field but can't. At least now I can redo the whole tv shows and watch them without ruining my vision. They will be close enough to the original. They are not keepers anyway but I learned another lesson about checking all the default parms before processing.

Glad I got you on the correct path ... although I'm surprised you were able to "fix" these.
Just remember to check everything the first time around 8)
