I have a video that is in the form of an IMG file. I have used IsoBuster to view the contents of the files and I am looknig at VOB, BUF and IFO files which I assume are the components that make up a DVD. My problem is this... The DVD is PAL and I require NTSC. How do I convert the framerate on these files? How do I even work on these files? To date I have gotten efficient at converting using VirtualDub but here I am a little lost.
Help please.....

Mount it with Deamon tools. From that point on, it's the same procedure (for which many guides have been written) as if you had a physical PAL DVD that you want converted to NTSC. (It's a bit more than altering the frame rate involved...)
