Yes. It can be done. Read up on what it takes for an mpg to be DVD compatible. If what you have isn't, read guides on how to reencode them. Read guides on AVI to DVD.
Read guides on authoring. TMPGEnc DVD Author is the easiest for beginners, and pretty competent at that.
It's all here to the left.

have run some through tmpgenc author but am getting some of the following messages.
the video reolution 304x228 cannot be used.
the video frame rate 25fps cannot be used with resolution 304x228
this is an illegal video file
a video sequence haeder is necessary for every GOP in a standard dvd
so do i have to convert the different files(mpeg, avi, mpg) to one type of file and then use tmpg author.
can i convert them to my hard drive first.
just cant seem to get my head around this.
have read loads of the tutorials.

Yes, your suspicions are correct. See "What is DVD" top left for what's acceptable as DVD source material. Reencode to this specs. (TMPGEnc (not DVD Author - the encoder) has several tempates for valid DVD mpg.)
304*228 is one thing that won't do as DVD source.

What is DVD ? lists the characteristics that your files must comply to - so for example if you want to use MPEG-1 then you must use a frame size of 352 x 288 for PAL (25fps) clips. If your files do not meet the criteria specified in the link above, then TMPGEnc DVD Author will give you errors as you have experienced.
The first thing is to check if your MPEG files are DVD-compliant, and you can use GSpot 2.52 Beta on MPEG files directly to help you with identifying what you have. If by chance some of your MPEG files are already DVD-compliant, then you don't need to do anythign with them.
I'd suggest you try this guide for converting:
http://members.dodo.net.au/~jimmalenko/AVI2DVD.htm
If all this seems too much, you might like to try something like DivxToDVD (I'd follow the links to their homepage and get the old freeware version). This will handle everything for you. The good thing is that you won't be confused by this program - the bad thing is that you won't know how to do manually what it is doing automatically. If in doubt, Google it.
