  1. I have been trying to create VCD's or SVCD's of .avi files, about 350mb in size. Most with PAL encoding.

I have found a few programs that will do everything, but when the file (avi to mpg) is created for VCD creation, the file is always twice as big as disk capacity???? Instead of a 700mb size file for vcd, it creates a 1.4gb file? And the programs don't like that.

    Help?

As VCD uses a fixed bitrate, VCD files always come out the same size for a given length in time.
This is roughly 10 MB/minute, allowing you to author close to 80 min of VCD video to a regular 80 min CD-R
The source AVI file size has nothing to do with the size of the output.
What AVI to (S)VCD guides have you tried?
