OK...I'm a total beginner to this. I usually pay with my CC in person but this time I want to buy something overseas and would rather use Paypal. Is it easy to use? Do they take a percentage of the money in some way. Just wondering what peoples opinions are on it?

Percentage taken? Yes, but only charged to the seller (if the seller is a premium member)
I've seen reports of people having problems with PayPal, but I've not had a problem in more than four years. I use PayPal both to purchase items as well as to collect funds (I do not have a premium membership, so I can only accept payments funded by a checking or savings account; I cannot collect any payments funded by a credit card).

So basically Paypal takes money from my bank (Savings account) and sends it to the sellers account. I'm just looking at buying a domain name, but having it on a server in the US not in Japan. US is cheaper and they accept CC or Paypal...thought I would try Paypal if it were easier.

Yep sellers pay the paypal fee. You just put in your card info and initiate the transaction through paypal via a link from the companies website or use the email given by the company.
No problems here that I can remember.

"Does it go through right away?" has two possible meanings: yes, your transaction will be paid immediately (assuming that you're funding the transaction with a PayPal balance; if you're funding the payment with an e-check, the e-check must clear your bank before the transaction is completed; if you're transferring funds from your bank to PayPal, the funds must clear PayPal before they can be used); if you're asking about signing up with PayPal, then no, you cannot transact business right away. In order to become a Verified PayPal member, you need to register with PayPal and enter your financial details, wait for the PayPal confirmation to reach you via snail-mail at your (soon-to-be) verified address, and then enter details in that snail-mailed correspondence into your PayPal account on the web.
It is not a long process (unless, of course, you have little patience!), but if you need to pay for something today, then a credit card would be your only option. -
The company I work for discovered that Paypal has a limit on the amount you can transfer at one time. Around $3,000. A customer in Costa Rica wanted to pay via Paypal and had to send several separate Paypal payments.
