VOB->DVB compatible transport stream

I need to convert from .vob source to DVB compatible MPEG2 TS.
Getting all the streams from .vob is no problem, however remuxing into MPEG2 TS seems to be one.
So far I've only seen few multiplexers that can provide streams which are compatible enough to be used in dvb. And I have not yet seen a multiplexer that would allow me to include subtitles or several audio streams.
Any suggestions or experience in such field?

Even though highly experimental- VLC works with dvb subtitles in most cases. It tends to display some odd colors every once in a while though...
Any better solutions?
