What is a nice way of cleaning up a tad bit of noise and a very small amount of blur in the background of my videos captured by my WinTV PVR USB 2 card? The noise is very small kinda like when you have more then one VCR hooked up to a TV. And the blur is just here and there and not more then a second or two.

The blur is probably macro blocks for a few frames. Open the file in VirtualDubMod and look at the parts which blur. If that's what it is, perhaps you can record at a higher bit rate. The other way to fix it is to re-encode with AviSynth and a Deblocking Plugin. Problem with that is you'll lose some quality re-encoding the file.
