I think Virtualdubmod (and possible any of the other virtualdub flavours) might be able to do what you want to do, although it's not really "automatic" - it does take a little bit of setting up.
Say you wanted every 10th frame over a 2 minute period, between minutes 8 and 10 of your footage. Basically you load your file, set your in and out points by going to the start frame (8 minute mark) and then going to Edit > Set Selection Start, and your end frame by going to the end frame (10 minute mark) and then going to Edit > Set Selection End. then go to Video > Frame Rate, and select "Decimate by" and enter the number 10 in the preceeding box. Then go to file > Save As AVI, and this will save an AVI with every 10th frame over your 2 minute period. Then you can reload this new AVI, and go to File > Save image sequence, and output each frame of this new AVI to TGA, BMP or PNG.If in doubt, Google it.
