i downloaded a DVD in PAL format. it plays fine on my computer, but when i watch it on my television it displays screwed up lines at the top and bottom of the screen. i used VobBlanker to convert the files to NTSC, and it still plays fine on the computer, but when i play it in my DVD player, it still does the same thing.
am i doing something wrong? should i be doing something differently?
i read somewhere that newer TVs and DVD players can play PAL video, so at first i thought it might just be that my TV was too old, but it still doesn't play it even after i've converted it to NTSC...
my DVD player is brand new (phillips), going through a sanyo vcr/dvd combo (about 2 years old), and my TV is an old sanyo (maybe 10 years old).

vobblanker can't convert to ntsc. or are just changing the headers in the file to ntsc?
some converters, https://www.videohelp.com/forum/viewtopic.php?t=267229 -
some dvd players (the philips dvp642 for instance) can play both PAL and NTSC discs (some require a region free hack). you just enter the menu and choose PAL to NTSC output.
