I have alot of small vids 2-15min long that I wanted to combine using some type of software. Then, I would burn the dvd that way the dvd would play them continuously. Also, I need to create chapter marks at the beginning of every clip. Any software advice would be great.

I'm assuming that your DVD player can't play these files "raw", and that you'll need to convert to DVD-compliant MPEG-1/2 for most if not all of your files. If so, convert each file separately, then let your authoring software "join" the individual files by adding them into the same track. TMPGEnc DVD Author will automatically add a chapter point at the beginning of each clip you add, so it would be my authoring tool of choice.
