what piece of hardware do i need so i can put these negatives onto a cd, looking for some plugin device for pc, any suggestions on hardware please, thank you.

Negative film scanner is what you need.
Some flatbed higher rank scanners have this as an option but don't know if it is good enough.
The pro stuff is very expensive but Minolta has lower end consumer model in the range of 300 bucks that are good for the job.
You put the film in a plastick frame, insert it in the scanner and use the bundled software or something ala Photoshop to process the scans.
Then you need some album creation software and burn the resulting photos on CD or DVD as jpegs.
