    hello everyone.

I'm not really a newbie, for I'm converting dv material to mpeg-2 for a while now, so I've faced most of the problems & solutions in authoring DVD'S. Lately I needed to make a bunch of VCD'S - and it was the first
time in years I had to do it. I encoded the dv-avi file (output from premiere pro) with Tmpgenc plus and afterwards with Procoder and the result was the same - bad bad quality. the basic settings for bitrate cannot be changed (1150 Kbps).
My video is only 10 mintues long and I know for a fact the quality of the vcd can be better.

What am I doing wrong here ?

    Thanks.
