"outputting lossless video and audio". What does mean? It is work reencoding or not?

For my film 1hour it took 8 minutes in tmpgenc mpeg editor and
for 2 hour it took 16 minutes in tmpgenc mpeg editor.

It is correct time, or not?

Y just cut a one minute in beginning and one minute at the end of my film

"outputting lossless video and audio" means that it didn't reencode your film which is what you wanted. It just removed the parts you cut. It takes 8 to 16 minutes for the program to read through the 1 to 2 hours of film and cut out the beginning and end pieces and then output a new film file. So, nothing got reencoded and you are okay.

No, it's not re-encoding. Just trimming the start and end and rewriting the new file.

    Sounds about right.

By the way I think you meant to use "I" and not "Y" in your message, it's a little confusing.
