What kit do you have ? Do you have a video card with VIVO ? Do you have firewire and a DV camera ? How much money do you want to spend ?
The simplest way is a DVD Recorder. Just plug it in, press play on the VCR and recorder on the DVD recorder. Often the quality is surprisingly good. The downside is no editing and no menus.
If you have a DV camera with analogue pass-through, you can convert to DV on the fly, then go from there. There are plenty of guides (menu to your left) to help you.
But we really need more detail to help you properly.Read my blog here.

EDIT - If it does have macrovision you'll need one of those "strippers" found on ebay that will remove the embedded signal.Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw? -

If your going to be doing just a little editing such as trimming the footage them mpeg capture would be the preferred method, this will save you time because the footage will not have to be converted to mpeg for disc authoring. Gunslinger mentioed a DVD recorder which is one option, look to the left under DVD recorders for user comments etc. Yoda mentioned a hardware encoder, seems the Hauppage gets excellent reviews from it's users.
The other option is AVI capture if you think you might want to do more with the video than basic editing such as adjusting lighting etc. Gunslinger mentioned a DV cam with pass through which is an excellent alternative if your in the market for a DV cam or what I use a Canopus ADVC 110.
There's plenty of other options, the above suggestions are not exactly cheap but produce great results. Look to the left for other cpture card options, really cheap ones can be had for as little as $10-20.
From that point you need software, I'd suggest using the software that comes with the card or try some free trial available to get you feet wet then make a ddesicion on that once you get familiar with the process. There's even plenty of free tolls available, you could make an entire disc with free stuff if you wished buit they can have a steeper learning curve than the pay-for variety. -
I have succeded with making a dvd from videotape:
I bought a Pinnacle PCTV card, I use this to capture from mu United videoplayer, the best resolds was using ariel cabel, s-vc give some interferens, I capture the hole movie on my harddisk, convortet it with TMPgenc and then shrink it with dvd shrink. The resold is not so bad, it is not quit the same as the original movie.
I thank for all your answers.
