    If I have an .avi file that runs smoothly and I want my converted .mpeg1 file to run just as smoothly, I should use the same exact frame rate.......right?

    Well it depends. If you want to play the x(S)VCD on your stand alone and watch it on TV it has to be 29.97fps or 23.976fps (w/ pulldown). If you plan to watch it on your PC the framerate really doesn't matter.
