I have read about a hugh multitude of chips for tv out.
For example, the rage theatre, the chrontel, the philips, the conexant for example.
So my question is which is the best one?

What do you want to do with TV-Out? If you want to play games etc. on your TV then ATI has the best TV-Out (also good for SVCD and Divx). But, if all you want to do is watch VCDs and DVDs on your TV then you MUST get a Hollywood Magic + card. You can get them for less than $50 and the picture quality is amazing.

Thanks for answering.
I am looking for a solution that is better than my ATI 128 AIW which uses the conexant chipset for playing divx. So I guess I will look out for theatre rage chipsets for now.
