Just looking at the picture it seems simple enough. Mark out the start and end points of your cut, hit Cut Selection, repeat until you have all your cuts marked, then save the results to a new video.

You could always chop it up in VDub-Mpeg and save the file (re-encode later) or frameserve to your encoder. Another option is Womble MPEG-VCR. VDub-Mpeg is freeware Womble is payware but has a free trial. As mentioned above.

The vdub way would work but it would require reencoding which would lower the picture quality. Mpeg-vcr would require no reencoding and is fairly fast.

If what you have is a DVD (with menus, etc) and you want to keep it this way after you cut scenes take a look at DvdReMake.

EDITED: You did say it is SVCD file.
