    I have a source divx file with 23,9 kbps, so according to the guide in this site I should use the "NTSC Film" template in TMPGenc to convert it to MPG, will this play OK on a standalone DVD player and NTSC TV?

    If your stand alone player is VCD compatible then yes, you will have no troubles.
