This is not a conversion problem, but you guys are probably the best if not only people I can think of that could troubleshoot this problem:
Some years ago I bought a Datel Arcade Powerbase. This is basically a console which plays arcade PCBs.
There were 2 versions - One output RGB and the other output something else (not sure what).
I can't remember which version I had, but when it arrived, I tried to use it on my (older) T.V. but I had problems. Unfortunately I can't recall exactly what they were, but I returned the item for the alternate model.
When it arrived, the PCBs played fine except for 1 (Rastan Saga) which was in black and white and had some slight interference on-screen.
Anyway, just got the Powerbase out for a quick blast on my brand spanking new Sony Trinitron TV and guess what. All the PCBs are showing in black and white except for Rastan Saga which is now in colour(still getting interference though)?!!!
Does anyone have any idea what is going on, and more importantly what I can do about it?

The problem you describe with one PCB originally playing in B&W while all the others were OK sounds like what happens when an NTSC DVD is played on a DVD player / TV that only supports PAL DVDs (and vice versa - i.e putting a PAL DVD into an NTSC only DVD player / TV).
Your problem is akin to having all PAL DVDs and one NTSC DVD playing in a PAL only DVD player or on a PAL only TV. Then, with your new TV, it's like all your PAL DVDs now play in B&W with the NTSC DVD now working.
This does not mean that you now have an NTSC only TV. It's more a case of the "Rastan Saga" PBC is in a format that wasn't compatible with your TV, while the others were - and now the converse is true.
Cleare as mud? Or does that make sense?

Sorry, should have been a littler bit clearer.
An arcade PCB is the arcade circuit board from a coin operated video game. The arcade powerbase is a console which plays these boards.
Also, after thinking it over for a while I think my original TV may have had a problem with the RGB model, and I probably have the composite model.
I think your right about it being a compatibility issue, I just want to know what (if anything) I can do about it.
Actually, now I have it a little clearer in my head I think it may be an idea to repost the question with a slightly clearer title.

Most probably the other output in YUV. I don't know how exactly to cure the prob, but might be you can try the settings of the Sony (or the game box) which have something to do with RGB-YUV
