region 2 pal --> region 1(or free) to ntsc

I am trying to convert some french movies for my dad so that he can watch them on the dvd player i got him. I know I know i should have gotten him a divx/all region dvd player but i diden't know as much as i do now. so be that as it may i did not get him one so i need to know how to convert either vob files from pal to ntsc or mpg2 files from pal to ntsc, or of coruse if there is a better way to get a dvd to be region free/1 and ntsc when it is currently region 2 and pal. oh yea and i want it to stay a dvd not become a divx or xvid or any of that

You can rip to iso using DVDDecrypter and burn as Region Free if it is DVD5. Or Rip to iso and then use DVDShrink to get it to fit a DVDR if it is DVD9. While all PAL DVD players will also play NTSC DVDs, the reverse isn't true, although I understand that many of the newer ones will. You'll need to try it to see if your fathers can. Converting PAL to NTSC isn't a simple task, there are numerous guides on how to do it but none are easy, so it's probably better to not get involved in that unless you have to.
